New TTT Scheme: €13.8 Million for Dual-Use Startups from Knowledge Institutions

The Dutch Ministry of Defence, in collaboration with the Netherlands Enterprise Agency (RVO), is making €13.8 million available to support the creation of startups originating from knowledge institutions. These companies will focus on so-called dual-use technologies: innovations applicable in both civilian and military contexts.
The funding falls under the Thematic Technology Transfer (TTT) programme and targets five defence-related themes: smart materials, space technology, quantum technology, intelligent systems, and sensors.
In addition to innovation vouchers and entrepreneurial support, selected startups will gain access to an investment fund established in cooperation with private partners.
Consortia of knowledge institutions may submit applications until 15 April 2026.
